SAMANTHA PHILLIPS-CHESTER is currently the Director for Prince George’s County office of child support. With over 15 years of collections and legal experience, she is responsible for overseeing the business processes for the 2nd largest jurisdiction in the state of Maryland. A graduate of North Carolina Central University, she received her Juris Doctor from Widener University School of Law. Some notable accomplishments with DHS are chairing the first Brown Bag interstate luncheon for Prince George’s County, D.C., and Virginia, coordinating the first criminal records expungement fair for child support awareness month, creating the agency’s virtual settlement conference process during the COVID-19 pandemic, and creating the electronic signature process for her establishment and legal divisions. Samantha is a recurring guest on the Daily Drum for WHUR radio station for child support awareness month and she is the past President for the Maryland Joint Child Support Council.
